The single REQ progress predicate (CR-01/WR-01): req()'s synthetic OPEN message is a bookkeeping
value this call site generates for itself, not progress from the relay — only EVENT/EOSE/CLOSED
are. Defined exactly once and exported so group.ts (plan 13-11) reuses it rather than redeclaring its
own copy. Passed as the required isProgress/firstWhen argument at every authRetry/
suspendableTimeout call site that consumes a RelayReqMessage stream.
